Web Link: Gentlemen's Agreement of 1907: Japan affirmed her intention of stopping the emigration of laborers. Meantime, state laws, notably in California, had limited the right of the Japanese to own (1913) and then to lease (1920) farm lands; upheld by the Supreme Court, 1923.

Web Link: The Alien Registration Act of June 29, 1940 (also known as the Smith Act): Requires all aliens 14 and older to register with the Justice Department.

Davidowitz 1941: The Court voided a Pennsylvania law requiring the annual registration and fingerprinting of aliens but going beyond the subsequently enacted federal law to require acquisition of an alien identification card that had to be carried at all times and to be exhibited to any police officer upon demand and to other licensing officers upon applications for such things as drivers licenses.
